On August 29, 1874, the city paid $7,438 to W. T. and John H. Barret, executors of the A. B. Barret estate, for grounds located on the Ohio River near the present Methodist Hospital. The site was in an area that came to be known as Water Works Park. On July 1, 1876, the city first began piping water, but not until 1915 did the plant begin treating water from the Ohio River.
